Update: SFMTA Sunset Tunnel Project

As most in the hood are already aware, the SFMTA has been working for upgrading the tunnel between Duboce Park and Cole Valley, known as the Sunset Tunnel. Typically, construction has been on weekends, Friday PM to Monday AM., 24 hours, around the clock. Residents in Duboce Triangle complained about the constant construction noise, from beeping trucks, to pouring of gravel, and even jackhammers. Since the residents' complaints, there has been no tunnel construction. Happy for the Duboce Triangle residents, but not so much for the completion of this long drawn out process. This improvement project has been going on for years and we're hoping the Sunset Tunnel is the last project. 

According to  Hoodline, the SF Board of Appeals met and signed off on a new proposal that will allow construction to resume starting March 21st.

Here is the new changes in light of resident complaints:
  • Install mufflers on its equipment
  • Use lower-frequency broadband beepers that emit "white noise" sounds rather than beeps
  • Take continuous noise readings while it's performing night work, and make sound logs available upon request
  • Not use impact tools at night, such as jackhammers

SUNSET TUNNEL WORK STARTS SOON

We are sure you all have had your fair share of frustration for the long, never-going-to-end N Judah Improvement Project. While Muni isn't going to be digging up our roads or sidewalks right now, they are going to start improving the Sunset Tunnel through their Sunset Tunnel Trackway Improvement Project. The project will involves replacing tracks, upgrading overhead wiring, refurbishing fire water valves, retrofitting the retaining walls and their foundations, and adding transit signal priority for Muni cars at nine intersections along the N-Judah route.

Constant postponements by SFMTA will now cease and supposed construction work will commence around 7pm this Friday until 2am Monday.  While the work is underway, bus shuttles will replace regular N-Judah service between Church and Duboce and Ocean Beach. The bus shuttles will follow the regular N-Judah route, except of course for the tunnel portion (they'll travel along Haight instead).

So remember when there were all those awful jackhammers and disruption on Carl Street a year or so ago? Well, they are at it again. Luckily, we don't think the jackhammers will be joining them this time. Some of you might have received a leaflet in your mail outlining the upcoming "updates". Here's the deal:

Starting Monday, July 28th through August 22nd, the SFMTA's contractor will begin work on traffic signal infrastructure work for the Carl and Cole intersection. (See clarification from SFMTA rep below) What we do know is that the main work will involve cutting a trench along the sidewalk on the north side of Carl Street (between Cole and Stanyan). Whoops, guess that does mean jackhammers. 

What to expect:
  • Work hours will be from 8am to 5pm Monday through Friday
  • Work will start at Carl and Cole streets and proceed west 
  • The streets will remain open (ultimately walking on Carl will be a disaster, not to mention those of us who will live above these said sidewalks. Lovely).
  • Access to local businesses and residence will be maintained (again, no sidewalks)
  • Muni service will not be affected (well, guess that's a good thing)
  • Street parking will be unavailable where work is taking place (more parking spaces bite the dust)
  • There will be some noise during excavation of concrete sidewalk (you mean jackhammers right?)


Other locations that will get the traffic signal "upgrade":
  • Irving Street, from 3rd Avenue to 9th Avenue - August 25th to September 19th
  • 9th Avenue, from Irving to Judah Street - September 22nd to October 3rd
  • Judah Street, from 16th Avenue to 19th Avenue - October 6th to October 31st
  • Judah Street, from 35th Avenue to Sunset Blvd - November 3rd to November 28th

This will be fun folks. 

UPDATE: 
We got in touch with SFMTA Project Manager, Tess Kavanagh, who was able to clarify what they mean by "traffic signal upgrades".

"To clarify, we are not installing any new traffic signals as part of the Sunset Tunnel project. We are upgrading the existing traffic signal system in order to improve travel times for the N-Line. The traffic signal upgrades include the installation of new signal wire loops within the roadway that will communicate with the existing signal lights, turning them red or green as needed to give the LRV’s priority through the intersection.For example, the work at Carl & Cole involves the installation of a signal loop that is serving the signal that exists at  Carl & Stanyan, two blocks away."

The Ice Cream Bar and Soda Fountain in Cole Valley has proposed a parklet!! What are your thoughts? Do you think it's a great idea, considering that The Ice Cream Bar has limited indoor seating and it would help create more business for them? Or do you think that Cole Valley is already tight on parking spaces that taking another 2 parking spaces (remember when SFMTA took a bunch on Carl Street due to N Judah Rail Replacement/Improvement Project??), that CV neighbors desperately need.

SFMTA Carl Street Project Update (N Judah Shutdown)

SFMTA is at it again! Yup that's right, there will be another N Judah shutdown and construction in the neighborhood this weekend. I spoke with Jay Lu and Jeannette Sanchez (SFMTA Community Relations Division  about the tentative completion date of this long project. Answer: "The project...will reach substantial completion around Thanksgiving. Minor miscellaneous work will continue for two or three months after that."

Weekend Construction in Cole Valley

November 2nd (Friday) at 7pm to November 5th (Monday) at 5am

What to expect during construction this weekend:
  • Track repair between Carl Street and west of the Sunset Tunnel 
  • Grinding and paying Carl Street at Cole, Shrader, Willard, and Stanyan Street intersections, one intersection at a time
  • Work on the overhead wire poles at various locations along Carl Street
  • Noise and dust will be controlled in adherence with City Codes
  • Electronic messaging boards will be used in affected areas to alert motorists and cyclists of detours
  • Local businesses will remain open during construction

Note: Street work will generate noise, including jackhammering (during daytime hours only) 


Street closures and parking restrictions:
  • Street will be closed on an as-needed basis at Cole, Shrader and Stanyan street intersections during street repaying
  • Street parking will be temporarily unavailable near those intersections and around the areas where overhead wire pole repair work takes place

Note: If you live on the affected streets, please consider parking your car at an off-street garage or a parking lot such as UCSF Parking Garage and Kezar Stadium on Stanyan Street.  The project will reimburse you for parking charges. Please submit your parking receipts for reimbursement to: SFMTA Carl Street Rail Replacement Project, One South Van Ness Avenue, 3rd Floor, San Francisco, CA 94103 Attn: Ha Nguyen.


Muni Service:
  • N Judah will be shut down during the weekend
  • N bus will travel on Frederick Street


The schedule is subject to change due to weather and other unforeseen conditions.

The next shutdown on N line is scheduled for the weekend of November 16th.

N Judah Line Shutdown and More Construction!

Just received this letter in the mail. Looks like it will be another noisy, disruptive weekend. We have listed some of the important information below:

N Judah Shutdown Sept 14th - 17th

Construction begins Friday Sept 14th 7pm to Monday Sept 17th 5am and will continuously work around the clock. (oy)

Work that going to be done during the shutdown:
  • concrete placement of the tracks near Sunset Tunnel (east of Cole)
  • JACKHUMMERING
  • manhole removal and concrete repair
  • trolley pole construction 
  • more JACKHUMMERING


Street closures and parking restrictions:
  • no parking will be allowed on either side of Carl from Stanyan to Cole
  • driveways on the north side of Carl St from Stanyan to Cole will be blocked by construction for the duration of the shutdown.
  • no parking on Carl St for approx 150ft in both directions of 375 Carl (between Hillway and Willard)
  • no parking will be allowed on Carl St for approx 250ft east of Cole St.

Carl Replacement Update: What to Expect Feb 24th-Feb 27th

So SFMTA has an update for what to expect this weekend, which begins the Carl Street Rail Replacement Project, set to be completed next year Feb 2013. This weekend will be the first of a long stretch of consecutive weekend construction on Carl Street. 

Residents and Merchants on Carl Street
This weekend consists of sewer replacement from Arguello to Willard from 7am to 9pm Saturday and Sunday. There will be one westbound traffic lane open and eastbound traffic will be detoured around work zone. Driveways on south side (address 341-399) will be impacted but not permanently blocked. Expect delays. These addresses have already been notified.

Traffic Closures and Detours
These closures and detours will be between 7pm Friday to 5am Monday this upcoming weekend.


- Carl Street will be closed to EASTBOUND traffic, though westbound will be open between Arguello and Willard.
- Detours will be posted and signed. 
- NORTHBOUND Hillway Street will be closed at Carl Street.
- Bike routes will not be affected.
- BUS stops on Frederick Street (two at Cole and one at Stanyan) for N bus shuttle will require temporary parking removal.

Local access will be granted and all businesses will remain open.

Street parking will not be available in and around the construction sites.

Muni Service
The N Muni line will be adjusted and served by a bus shuttle during the weekend's construction. The shutle will operate between Ocean Beach and Church. The service will run as an express between Cole and Frederick and Castro and Duboce. N Owl bus will be rerouted from Carl Street onto Frederick Street.

Update: Carl Street Rail Replacement

So construction is beginning, many of you might have seen the no parking signs, construction trucks, etc. Seems like they are prepping for weekends upon weekends of construction. Looks like the first set of weekend constructions are set to begin Feb 24th, below is more details regarding timing and type of construction. Remember, we are all in this together! Hopefully it won't be too horrible.

SFMTA wants to make note that all schedules are subject to change due to weather or unexpected conditions.

N Judah Shut-down 
So the N Judah Muni line will be shut down and replaced with a bus shuttle service from Ocean Beach to Church Street. The N Line will not operate in the subways, however there will be a supplemental rail service between Castro Station and Caltrain Station. These adjustments will begin approximately 7pm Fridays until 5am Mondays.

There will also be longer partial shutdowns of the J Line and a full shutdown of the N line beginning May 25th. The N Owl, 22 Fillmore, 37 Corbett and 43 Masonic will also be rerouted.

Note to Residents and Merchants
Residents and merchants can expect bike lane closures and detours during construction. Traffic control officers and police will direct traffic at critical intersections. There will also be electronic messaging. Access to local businesses, residences and driveways will be maintained. Updates will be given on an ongoing basis.
