Stonestown  6 PM  Extortion  Haight Street Foot Beat Officer Granucci was
told by a merchant of an acquaintance who was being extorted. The victim
had befriended a younger woman (18 years old) who had stolen his money and
his passport from his home in the Richmond District the week before. The
younger woman then contacted the victim and said that she would return his
identity papers for $500.

Lieutenant Kerr took over the case and arranged for the victim and the
suspect to meet in a Stonestown restaurant. Sergeant Ryan and posse set up
a surveillance with the help of Richmond Station officers, as the case was
assigned to their command. The officers noted a counter-surveillance by two
men when they arrived.

The suspect sent a 17 year old girl to meet the victim. Sergeant Ryan's
squad arrested the juvenile for extortion after she demanded the money from
the victim. She told the police that the two men seen earlier were involved
in the crime, too. That pair, a 19 year old Daly City man and a 19 year old
OMI District man, were arrested after a foot chase through the
neighborhood. They were charged with conspiracy and extortion.

A search warrant (for the stolen money and documents) was granted for a
home on the 300 block of Byxbee Street and Tactical Company officers served
it at 2 AM on July 26. Most of the stolen identity papers and none of the
money was recovered.

The original theft suspect, an 18 year old OMI District resident, was
arrested at the home as was the homeowner, a 39 year old man. He was
charged with possessing a handgun with its serial number removed and she
was charged with extortion. Four handguns and three rifles were seized
during the search warrant.
